Cookies are text files containing tiny pieces of data - such as a username and password - that are used to identify your computer among other computers on the network.
People are not usually comfortable with this because it gives way to the release or leak of private and sensitive information. For those of us conducting business in America, this will solely rely on whether or not you want to gather information from your daily website traffic.
But if you live outside of the United States, you're sort of out of options. You will most likely have to include this popup before anyone can enter your business website.
